Secondary Cities – Tacloban City


Tacloban City geographically was flanked by mountains on the west and water on the east. Settlements along the coast were inundated by storm-surge caused massed casualties. Finding relocation sites for new settlements is a challenge due to the topography of the city. Areas that could be resettled would encroach on greenfields and would be too far from traditional fishing livelihoods.
